CI/CD variable disclosure via scope-pattern validation bypass

Authorization flaws in GitLab 15.7 through 19.1.7, 19.2 through 19.2.5, and 19.3 through 19.3.1 expose CI/CD variables to remote authenticated users. The environment scope pattern matcher fails to validate scope input correctly, so it treats a job environment as eligible for variables assigned to another scope. Remote authenticated users must be able to run a pipeline under the required conditions; exposure is limited to CI/CD variable values outside that environment's intended scope.
