Account takeover via weak recovery questions

Weak account recovery in Esri Portal for ArcGIS 12.1 and earlier allows remote attackers to take over built-in user accounts. The built-in self-service workflow trusts recovery-question answers when no email server is configured, allowing manipulated answers to authorize a password reset. The path applies to built-in accounts on deployments without email-enabled recovery; SAML, OIDC, LDAP, and Windows-managed accounts are unaffected.
