Service exhaustion via unauthenticated Modbus flooding

Resource exhaustion in Delta Electronics DVP-12SE PLCs allows remote attackers to interrupt service through Modbus TCP flooding. The Modbus TCP service on port 502 allocates resources without limits or throttling while processing continuous raw or specially crafted malformed packets. Network reachability to TCP/502 is the only published gate, and no authentication is required; sources do not specify whether the PLC hangs, crashes, or reboots.
