Cross-tenant user enumeration via whitelisted endpoint

Improper authorization in BerriAI LiteLLM 1.82.0 through 1.82.2 allows remote authenticated users to enumerate all proxy users. The /user/filter/ui route is placed in info_routes, causing non_proxy_admin_allowed_routes_check to skip RBAC, while ui_view_users performs no caller-scope check. Any valid low-privilege API key on a PostgreSQL-backed proxy can retrieve administrator and cross-tenant user IDs and email addresses.
