Privilege escalation via unchecked key-management endpoints

Improper authorization in BerriAI LiteLLM 1.63.0 through 1.63.1 allows remote authenticated users to alter virtual-key controls. The block_key and unblock_key handlers accept arbitrary target keys without admin or ownership checks, while key updates permit max_budget increases. An INTERNAL_USER virtual key is sufficient; exploitation can block or unblock arbitrary keys or raise its own maximum budget.
