Cross-tenant source theft via unauthorized GCS URL signing

Missing authorization in Google Cloud Firebase Studio before 2026-04-15 allows remote authenticated users to download other tenants' source code. The GetSignedGcsUrl RPC signs Google Cloud Storage URLs without enforcing tenant-level authorization, exposing bucket listings and deployed workspace source. A valid Firebase Studio account is required; successful requests disclose deployment files and secrets embedded in workspace source, without reported modification or service interruption.
