Service interruption via unbounded migration event queue

Resource exhaustion in Cloudflare quiche 0.15.0 through 0.29.2 allows remote attackers to interrupt QUIC servers after a handshake. The post-handshake PathEvents collection queues every PathEvent::ReusedSourceConnectionId generated by rapid source-address migration without a size limit. Any peer that completes the QUIC handshake can drive memory growth and service interruption, even when active connection migration is disabled.
