Subscriber-level cross-owner job moderation via unchecked handlers

Missing authorization in WP Job Portal before 2.5.5 allows remote authenticated users to moderate jobs owned by other users. The job task handlers accept approveQueueJob, approveQueueFeaturedJob, or rejectQueueJob with an employer-visible nonce but perform neither capability nor target-job ownership checks. An account created through front-end employer registration is sufficient to publish queued jobs, grant featured placement, or remove competitors' live listings.
