Unauthenticated option changes via conditional REST authorization

Missing authorization in Everest Forms 3.4.2 through 3.4.8 allows remote attackers to alter onboarding options through REST requests. The site-assistant permission callback checks user capabilities only when the attacker-controlled Referer header identifies the plugin dashboard, so omitting or changing the header bypasses the check. Unauthenticated access also exposes setup status and permits the site to send a test email to an arbitrary address.
