Authenticated indexing denial via extraction pool exhaustion

Resource exhaustion in affected Mattermost Server releases allows remote authenticated users to block file-content indexing through repeated uploads. The file-content extraction pool fails to enforce its concurrency ceiling and release capacity after failed work, so heavy files create excess goroutines and starve queued indexing. Any account permitted to upload files can affect server-wide indexing in 10.11.0 through 10.11.22, 11.7.0 through 11.7.7, 11.8.0 through 11.8.4, and 11.9.0.
