Authenticated attachment disclosure via enumerable file IDs

Improper access control in MineAdmin 1.x and 2.x allows remote authenticated users to download site attachments via a crafted file ID. The /system/downloadById handler accepts an auto-incrementing ID and returns the referenced attachment without checking the caller's authorization for that file. Low-privileged access and ID enumeration are required; exploitation discloses stored attachments but does not alter them or interrupt service.
