Cross-org permission metadata disclosure via SearchUsersPermissions

Incorrect authorization in Grafana OSS and Grafana Enterprise allows remote authenticated users to read cross-organization dashboard permission metadata. The GET /api/access-control/users/permissions/search endpoint accepts actionPrefix=dashboards: from an Org Admin in one organization and returns dashboard or folder UIDs plus per-user permission mappings from other organizations instead of restricting results to the caller's organization. Exposure is limited to multi-organization deployments and to dashboard access metadata; dashboard contents, query results, credentials, secrets, and personal data are not disclosed.
