Rejected because manage-realm already confers realm-admin authority

Red Hat rejected the reported privilege escalation in Red Hat build of Keycloak because manage-realm already grants full realm control. The partialImport endpoint accepts imported users with realm-admin mappings, but callers require manage-realm, which is designed as realm-admin-equivalent authority. The operation therefore grants no privilege beyond the caller's existing administrative access, and Red Hat removed every affected-product claim.
