Authenticated privilege escalation via duplicate static API key

Improper authorization in Weaviate 1.37.0 through 1.37.7 allows remote authenticated users to gain another user's privileges via a shared API key. validateConfig accepts duplicate AllowedKeys; authentication hashes the presented token, selects the first matching key position, and assigns that position's user. Exploitation requires static API-key authentication with the same key bound to multiple users, and the attacker must possess that key; ordering a privileged user first grants its access.
