Local arbitrary file read via spoofable driver authorization

Improper access control in SecureAge CatchPulse 10.9.0 through 10.9.3 allows local users to read arbitrary files via saappctl.sys. The IOCTL handler trusts a caller-controlled command line in the process PEB, then passes an attacker-selected path to FltCreateFile and returns FltReadFile output through the IRP buffer. Any local low-privilege user can spoof the CatchPulse service path and retrieve protected files, including SAM and SYSTEM registry hives, without user interaction.
