Authenticated project-data disclosure via unchecked fork source

Improper authorization in OneDev 15.0.0 through 15.0.5 allows remote authenticated users to copy restricted project data via the REST API. ProjectResource.createProject accepts a project.forkedFromId value and copies build settings from that source without first checking code-read permission. An account permitted to create projects can select an unreadable source and obtain its build-preservation, cache-retention, and job-property settings.
