Authenticated metadata disclosure via unrestricted galaxy query

Information disclosure in MISP 2.5.38 and earlier allows remote authenticated users to read private galaxy metadata across organizations. EventTemplatesController.php's __setBuilderConfig() queried every enabled Galaxy row using only the enabled flag, without organization or distribution conditions. Any authenticated non-site-admin account could reach the event-template builder and read galaxy types and descriptions belonging to other organizations.
