Authenticated SSRF via unvalidated content URL fetching

SSRF in HtmlUtil in xiweicheng TMS 2.28.0 and earlier allows remote authenticated users to issue server-originated requests via chat content. HtmlUtil.Summary extracts an attacker-controlled URL from channel or blog-comment content and fetches it without validating the destination. The documented channel route requires a valid session, channel access, and enabled URL-digest processing; successful requests reach destinations accessible to the server.
