Cross-member task completion via ignored claim failure

Missing authorization in GoClaw 3.11.3 and earlier allows remote authenticated users to complete another team member's active task. TeamTasksTool.executeComplete ignores a failed ClaimTask call, then CompleteTask updates by task, team, tenant, and state without checking the owner. A valid gateway token, same-team membership, and an already in-progress victim task are required; exploitation overwrites its result and completion state.
