Authenticated SSRF via unvalidated TTS API base

SSRF in GoClaw 3.11.0 through 3.11.3 allows remote authenticated users to make the server contact internal services via TTS requests. The TTSConfigHandler handleSave method persists provider api_base values without calling validateProviderURL, and synthesis later passes them to a standard HTTP client. Administrative access is normally required; the demonstrated result is server-originated probing of localhost, private networks, or cloud metadata endpoints.
