Webhook denial via pre-authentication quota charging

Uncontrolled resource consumption in Nous Research Hermes Agent 2026.4.0 through 2026.4.30 allows remote attackers to block Feishu webhooks. The _handle_webhook_request handler charges invalid requests to a shared per-source delivery bucket before checking the verification token or signature. Repeated malformed requests to a reachable webhook exhaust that bucket, causing later legitimate signed callbacks from the same source bucket to receive HTTP 429 responses.
