Improper authorization in GoClaw 3.11.0 through 3.11.3 allows remote authenticated users to modify admin-only evolution suggestions. EvolutionHandler passes an empty minimum role to requireAuth, while gateway tokens elevate request context to Administrator without checking tenant membership roles. A gateway token, Viewer-level tenant access, and a pending suggestion are required; approval can disable tenant tools or alter agent guardrails.
