Authenticated management lockout via malformed timeout setting

Denial of service in the Tenda W12 3.0.0.7(4763) web interface allows remote authenticated users to block management access. The cgiSysWebTimeoutSet function in /bin/httpd converts an invalid timeoutTime value with atoi, stores zero in web_over_time, and forces each login back to the login page. A valid low-privilege session is required to send the request; the demonstrated consequence is loss of web-management access, not a device crash or traffic interruption.
