UE handover denial via unverified security capabilities

Improper authentication in Open5GS 2.7.0 through 2.7.6 allows remote attackers to disrupt UE handovers via NGAP PathSwitchRequest messages. The AMF's ngap_handle_path_switch_request() handler overwrites locally stored UE security capabilities with unverified values supplied by a gNB. A malicious gNB can zero the supported integrity algorithms, causing later handovers to legitimate gNBs to fail persistently for affected UEs.
