Application hang via HTTP/3 decryption loop

An infinite loop in Wireshark 4.4.0 through 4.4.12 and 4.6.0 through 4.6.2 allows local users to cause an application hang. Wireshark has not published the faulty loop operation or exit condition; the disclosed locus is HTTP/3 traffic decryption during packet dissection. A target must open an attacker-supplied malformed capture and decrypt its traffic, after which processing hangs and consumes excessive CPU.
