Administrator escalation via unchecked VBO role assignment

Access bypass in Drupal Role Delegation 1.3.0 through 1.4.x allows remote authenticated users to assign themselves the administrator role. The Views Bulk Operations add-role action accepts a requested role without applying Role Delegation's assignable-role access check. Exploitation requires permission to delegate at least one role and access to a user view backed by Views Bulk Operations, after which the account can grant itself full site administration.
