Unauthenticated limited file upload via missing authorization

Missing authorization in KiviCare 3.6.15 and earlier allows remote attackers to upload text and PDF files to the site server. The uploadMedicalReport() function accepts and stores submitted medical-report files without verifying that the requester is authenticated or authorized. No account or user interaction is required; impact is limited to storing attacker-controlled text or PDF content, including phishing material.
