Memory corruption via unchecked UTF-8 conversion

Undefined behavior in GitoxideLabs gitoxide using gix-date before 0.12.0 allows local users to corrupt memory or crash applications. TimeBuf implements std::io::Write without validating bytes, while TimeBuf::as_str passes the buffer to from_utf8_unchecked under a false ASCII invariant. Exploitation requires local code to write invalid bytes into a TimeBuf and then cause a consumer to process the forged string.
