Privileged Python execution via saved Tool source

Code injection in Open WebUI 0.6.32 allows remote authenticated users to execute Python as the service account through a saved Tool. The load_tool_module_by_id function passes the Tool source to exec(), causing the server to run the submitted program. Open WebUI disputes the CVE as intended functionality because access requires an administrator or the disabled-by-default workspace.tools permission, which is equivalent to shell access.
