Unauthenticated job control via unprotected FastAPI routes

Authentication bypass in MLflow 3.10.1 and earlier allows remote attackers to control server jobs through unauthenticated FastAPI routes. The basic-auth app protects the Flask tracking surface but mounts the /ajax-api/3.0/jobs/* FastAPI router without its authentication or authorization checks. Reachability requires job execution and an allowlisted function; exposed functions can disclose results, consume resources, or execute privileged actions.
