Authenticated server crash via unbounded bulk retrieval

Resource exhaustion in Elastic Kibana Fleet allows remote authenticated users with viewer access to crash the server via a bulk retrieval request. The Fleet bulk-retrieval path performs redundant database retrieval operations for a crafted request and immediately consumes memory without a limiting control. Viewer-equivalent credentials with read access to agent policies are required, and successful exploitation makes the Kibana server unavailable to all users.
