Remote modem crash via out-of-bounds context read

Out-of-bounds read in Google's Android Pixel Modem allows remote authenticated users to crash the communication processor. NrmmMsgCodec::DecodeUPUTransparentContext in cn_NrmmDecoder.cpp accesses memory outside the intended buffer while decoding a UPU transparent context. Low privileges are sufficient, no user interaction is required, and the documented consequence is limited to a processor crash.
