Local privilege escalation in Google Android 16-qpr2 allows local users to install unverified apps without user interaction. The addDeveloperVerificationExperiment and clearDeveloperVerificationExperiment functions in PackageInstallerService.java omit a required permission check before modifying verification experiments. A low-privileged local caller can bypass developer-verification controls, enabling unverified app installation with device-wide confidentiality, integrity, and availability impact.
