Local privilege escalation via forged NFC dispatch

Missing authorization in Android 17 NFC allows local users to escalate privileges by spoofing a physical NFC tag event. The post-discovery tag-dispatch path accepts app-originated tag data as though the operating system had read it from a physical tag, without verifying its origin or requiring NFC interaction. A locally installed malicious app can trigger externally startable read/write handlers without user interaction, causing target apps to execute NFC-gated workflows.
