Local privilege escalation via oversized proxy strings

Improper input validation in Android 14, 15, 16, and 16-qpr2 allows local users to escalate privileges through global proxy configuration. setGlobalProxy in DevicePolicyManagerService accepts proxySpec and exclusionList strings without enforcing maximum lengths, allowing persisted policy state to desynchronize. Exploitation requires low-privileged local code on the device, requires no user interaction, and can compromise confidentiality, integrity, and availability.
