Privilege escalation in Google Android 17 allows local users to disable carrier restrictions through PhoneInterfaceManager. The setAllowedCarriers method in PhoneInterfaceManager.java incorrectly permits carrier restrictions to be disabled, but Google has not disclosed the faulty condition. Exploitation requires local access but no additional execution privileges or user interaction, and the result is an unauthorized carrier-policy change.
