System crash via aborting DNG sanitizer runtime

Improper input validation in Android 14 through 16-qpr2 allows remote authenticated users to crash the system via crafted DNG data. UBSan handlers used by external/dng_sdk terminate the process on detected runtime errors instead of throwing catchable exceptions. Low-privileged network access is required; no user interaction is needed, and the consequence is limited to interrupting availability.
