Improper permission handling in Google Android 16 QPR2 allows local users to access private bitmap data through ActivityManagerService. The dumpBitmapsProto method serializes system UI bitmap data for a calling app without enforcing the required DUMP permission. A locally installed app needs no additional execution privileges or user interaction to read bitmap content belonging to other processes.
