Local privilege escalation via unbounded service approvals

Improper input validation in Android 14, 15, 16, and 16 QPR2 allows local users to escalate privileges without user interaction. ManagedServices.setPackageOrComponentEnabled accepts an unbounded number of approved packages or components, desynchronizing notification policy state. A local user needs no additional execution privileges; the resulting policy desynchronization grants higher privileges on the device.
