Persistent service denial via unsanitized tile names

Improper input validation in Google Android 15, 16, and 16 QPR2 allows local users to persistently interrupt device services. AccessibilityManagerService accepted unvalidated tile-service component names, then resolved them through PackageManager while holding its global lock. A low-privileged local app can supply crafted accessibility tile metadata without user interaction, occupying the lock long enough to cause persistent denial of service.
