Persistent denial of service via sandbox UID misclassification

Improper input validation in Android 14 through 16-qpr2 allows local users to persistently interrupt AppOpsService availability. AppOpsService.isPackageNullOrSystem checks an SDK sandbox UID's app ID against the system range and wrongly treats the sandbox as trusted during attribution-tag validation. Exploitation needs no additional execution privileges or user interaction; Android has not specified whether the persistent interruption is a hang, crash, or reboot.
