Unauthorized administrative operations via missing permission checks

Improper access control in WSO2 server products allows attackers to perform unauthorized operations through internal administrative APIs. Affected SOAP Admin Services and System REST API paths omit required permission enforcement, allowing requests to reach protected or administrative operations. Access is limited to internal interfaces; exposed API Manager gateway APIs are unaffected, while successful access can disclose server-level information or perform other unauthorized operations.
