Cross-context MMIO redirection via timeout tag reuse

Incomplete cleanup in PCI-SIG PCI Express IDE before 6.5-Rev7.0 or 7.1-Rev7.0 allows attackers to redirect MMIO completions. After a timed-out Non-Posted Request releases its tag, a second request can reuse that tag while both completions remain outstanding. Physical or privileged low-level control of the PCIe path is required to induce the timeout and tag collision, which can expose one context's MMIO data to another or make the recipient consume incorrect data.
