Authenticated metadata disclosure via missing taxonomy scoping

Incorrect authorization in Foreman 1.22.0 through 3.16.1 and Red Hat Satellite allows remote authenticated users to read taxonomy metadata. The GraphQL resolvers return organization and location objects without applying the taxonomy-scoping filters enforced by the REST API. Low-privileged accounts can query the endpoint, but the reported consequence is limited to metadata outside each account's assigned scope.
