Local process crash via empty foreach list

Reachable assertion in CMake 4.1.20250725-gb5cce23 allows local users to crash a CMake process with a crafted foreach command. Replay sends a trailing-IN loop with no values to ReplayItems instead of returning before iteration, triggering an assertion. A local user must cause CMake to parse a crafted project or script; the reported effect is limited to terminating that CMake process.
