Unauthenticated reboot via EtherNet/IP Step Limit storm

Uncontrolled resource consumption in Rockwell Automation ArmorStart LT V2.002 and earlier allows remote attackers to reboot the device. The EtherNet/IP processing path fails to withstand Step Limit Storm traffic and unexpectedly restarts the controller instead of maintaining service. No authentication or user interaction is required; the Link State Monitor drops for several seconds while the device reboots.
