Subscriber-level plugin installation via missing capability check

Missing authorization in ThemeGrill ColorMag 4.0.19 and earlier allows remote authenticated users to install the ThemeGrill Demo Importer plugin. The welcome_notice_import_handler() AJAX handler validates a nonce but does not check the caller's capability before invoking the plugin installation path. A Subscriber account can obtain the localized nonce and trigger the action, causing an administrator-only plugin installation without broader site-administration rights.
