Stored script execution via unsanitized publisher names

Stored cross-site scripting in Scada-LTS 2.7.8.1 allows remote authenticated users to execute scripts in visitors' browsers. The publisher_edit.shtm handler stores the Name field without sanitization, and publishers.shtm renders the value as executable browser content. Publisher access is required, and execution occurs when another user opens the listing, enabling session theft or interface modification.
