Service interruption via redundant native-library directories

Uncontrolled resource consumption in Bouncy Castle FIPS Java API 2.1.0 allows local users to interrupt service through native support. In multi-JVM deployments, NativeLoader writes a separate directory of shareable .so files for each JVM instead of reusing one verified set. The condition requires a privileged multi-JVM deployment, and filesystem strain can terminate hosted services.
