API access via unauthenticated WebSocket token broadcast

Sensitive information exposure in FactoryTalk Action Manager 1.0.0 allows local users to obtain a reusable API token via WebSocket. The runtime event system broadcasts the token to unauthenticated WebSocket connections instead of restricting delivery to an authorized client. A local client listening on the connection can reuse the intercepted token to exercise the API with the token's privileges.
